Steps:
- Cut potatoes (with skin) into 1-inch pieces, then generously cover with cold salted water (1 teaspoon salt for 5 cups water) in a large saucepan and simmer, partially covered, until potatoes are tender, 10 to 15 minutes.
- Meanwhile, heat milk, butter, and 1/2 teaspoon pepper in a small saucepan over medium heat until butter is melted.
- Drain potatoes well in a colander and return to pan. Mash with a potato masher, and, while hot, stir in milk mixture. Season with salt.

- Bring a large pot of lightly salted water to a boil. Add potatoes, and cook until tender but still firm, about 10 minutes. Drain, and place in a large bowl.

Steps:
- Place potatoes, half the scallions, 1 T. salt, and enough water to cover in large heavy pot. Cover and heat to boiling. Remove cover and cook over medium heat until potatoes are tender, 20-25 minutes. Drain, reserving 1/2 cup cooking liquid. Mash potatoes. Return potatoes to pot.
- Stir in reserved cooking liquid, the cream, butter, all but 2 t. of the remaining scallions, 1/2 t. salt, the pepper, and nutmeg. Transfer to warmed serving dish, sprinkle with remaining scallions, and serve hot.

I came across this recipe in my local newspaper and thought it looked delicious. It is similar to Irish Mashed Potatoes which they call "Champ." That dish is served with half the butter melted and served in a small well on top of the potatoes.

Steps:
- Place potatoes in a large pot, cover with water, salt liberally, and bring to a boil over medium heat.
- Reduce heat and simmer until tender, about 20 minutes.
- Meanwhile, in another pot heat cream and butter over low heat; do not allow to boil.
- Drain the potatoes, return to the pot and mash with a potato masher (do not over-mash or they will become gluey).
- Continue mashing, adding cream and butter mixture, sour cream, salt and pepper.
- Stir in scallions and serve.
