Steps:
- Place 1/2 cup coconut in each of 2 separate resealable plastic bags. Set remaining coconut aside. Add blue food coloring to coconut in one bag and red food coloring to coconut in second bag. Seal bags; shake until coconut is evenly tinted.
- Frost cupcakes with COOL WHIP. Top with coconut, gently pressing coconut into COOL WHIP to secure.
- Insert licorice into tops of cupcakes.

Steps:
- Divide coconut into thirds. Set one third aside. Place remaining thirds in separate plastic bags.
- Add blue food coloring to coconut in one bag and red food coloring to coconut in second bag.
- Close bags; shake until coconut is evenly tinted.
- Spread tops and sides of cupcakes with whipped topping.
- Place coconut in 3 shallow bowls. One for each color.
- Press cupcake gently into coconut, completely coating all sides.
- Insert licorice piece into top of each cupcake for "fuse.".

- Make 8 ounces (1/2 box) of red velvet cake batter according to box directions, adding 1/2 cup sour cream before mixing. Be sure to use HALF of the ingredient amounts called for on the box! Set bowl aside.
- Make white cake batter according to directions on box, adding 1/2 cup sour cream before mixing. Split cake batter into two equal amounts, adding blue food coloring to one portions until a bright blue color is achieved.
- Coat three, 9-inch cake pans with cooking spray and lightly flour the bottoms. Add the three batters to the pans and bake at 350 degrees for 18-23 minutes, or until toothpick inserted into center of cake comes out with a few crumbs.

- Preheat the oven to 350 F. Prepare a cupcake pan by lining it with cupcake liners. You can do patriotic cupcake liners if desired.
- Pour cake batter into three separate bowls. In one bowl add the blue gel food coloring and mix until you reach your desired color. Do the same for bowl number two but with the red gel food coloring. Leave the last bowl as original cake batter.
- Pour the cake batter into the cupcake pans alternating between the three colors to achieve an even amount of the blue, red, and white batter. Only fill ¾ of the liner.
