Steps:
- 1. Place the oil in a Dutch oven. Brown the meat with the green onions. Add the spices, marinara, and tomato paste.
- 2. Pour in the beef broth. Bring to a boil and add the cauliflower rice. Reduce to a simmer and cook 15 minutes. Add the red wine vinegar and spinach and cook 5 minutes.

Steps:
- Heat a large skillet over medium-high heat. Cook and stir beef in the hot skillet until browned and crumbly, 5 to 7 minutes.
- Cook and stir seasoning blend in a large skillet over medium heat until heated through, 2 to 3 minutes. Add cauliflower and garlic; cook and stir until slightly softened, 2 to 3 minutes.
- Stir cooked ground beef, beef broth, Worcestershire sauce, parsley, Creole seasoning, pepper, garlic powder, onion salt, and bay leaf into the cauliflower mixture. Cook, stirring occasionally, until almost all of the beef broth has been absorbed, 8 to 10 minutes. Stir in green onions and hot sauce. Discard bay leaf before serving.

Turn heat down to medium then simmer until the vegetables are tender, 30-35 minutes (if vegetables are taking too long to soften, place a lid on top of the soup pot for awhile to help speed things along.) Stir in cooked rice and peas, taste and add salt and pepper if necessary, and then serve.
