Sweet and Sour Peppers Stuffed With Rice or Bulgur and Fennel image

These sweet and sour peppers are great on their own, but they can also be filled. I like the filled peppers both cold, as sort of a salad, and warm. This is one instance in which fleshy red peppers work best.

3 cups water
1/3 cup sugar
1/3 cup sherry vinegar
1 onion, sliced
6 garlic cloves, sliced
Salt to taste
1 bay leaf
4 sprigs fresh thyme
4 medium or 3 large red peppers, cut in half, seeds and membranes removed
2 tablespoons extra virgin olive oil
2 medium-size fennel bulbs (about 3/4 pound), finely chopped
2 garlic cloves, minced
2 cups cooked red, brown or black rice, or bulgur
Freshly ground pepper to taste
1/2 cup chopped fresh mint, parsley, dill or chervil, or a mix
1 to 2 ounces feta, crumbled (optional)

Steps:

  • Simmer the peppers. Combine the water, sugar, vinegar, sliced onion, sliced garlic, salt, bay leaf and thyme in a large saucepan and bring to a simmer. Add the peppers, turn the heat to medium and boil gently for 15 minutes, checking and spooning liquid over the peppers from time to time if they are not submerged. Remove from the heat, allow to cool, cover and refrigerate until cold.
  • Heat the olive oil over medium heat in a large skillet and add the fennel and a pinch of salt. Cook, stirring often, until the fennel is tender and fragrant, about 5 minutes. Add the garlic and continue to cook, stirring, for another 30 seconds to a minute, until fragrant, then stir in the rice or bulgur and mix together. Season to taste with salt and pepper and remove from the heat. Stir in the herbs.
  • Set a strainer over a bowl and drain the peppers. Blot them dry with paper towels and arrange on a platter or on plates if serving cold. Arrange in a lightly oiled baking dish if serving hot, and preheat the oven to 350 degrees. Fill with the rice mixture and spoon 2 teaspoons of the marinade over the filling of each serving. Sprinkle on the feta. Serve or chill if serving cold. If serving warm place in the oven for 15 minutes, until the cheese softens.

Stuffed Sweet Peppers With Tuna, Bulgur and Herbs image

Small, sweet bell peppers (also called mini peppers) in shades of red, orange and green make attractive vessels for stuffing. In this recipe, adapted from the home cook Meline Toumani, they're roasted until caramelized, then filled with a mixture of bulgur, tuna, herbs and capers for brightness. Offer these to nibble with cocktails when you're feeding a crowd, or serve them with a salad and some warm pita bread for a light but highly flavorful supper for a smaller group. Be sure to use the best-quality tuna you can get here; tuna packed in olive oil (rather than water or other types of oil) is generally richer and better tasting.

2 pounds sweet small bell peppers, cored (about 24)
6 tablespoons olive oil, more as needed
1 1/4 teaspoons fine sea salt, more as needed
1 cup medium or coarse bulgur
1 tablespoon tomato paste
1 teaspoon ground cumin
2 cups chicken or vegetable stock or water
1/2 cup diced celery
1/2 cup diced onion
1/2 cup diced green bell pepper
1 medium or 2 small jalapeños, seeded and minced
2 cloves garlic, minced
2 chopped anchovy filets (optional)
Black pepper, to taste
1 (5- to 7-ounce) jar of tuna packed in olive oil, drained
2 tablespoons mayonnaise or plain Greek-style yogurt
2 tablespoons lemon juice, more to taste
1/3 cup chopped cilantro
1/3 cup chopped fresh parsley, mint or dill (or a combination), more for garnish
2 1/2 tablespoons capers

Steps:

  • Heat oven to 400 degrees. On a rimmed baking sheet, toss peppers with 1 1/2 tablespoons oil and 1/4 teaspoon salt. Roast, stirring once or twice, until peppers are tender, 15 to 22 minutes. Set aside to cool.
  • Meanwhile, in a medium pot, heat 1 tablespoon oil over medium heat. Add bulgur and toast, stirring, until it smells nutty, about 3 minutes. Add tomato paste, cumin and 1 teaspoon salt, and sauté until tomato paste darkens, 1 to 2 minutes. Pour in stock or water and bring to a boil. Lower heat and simmer until bulgur is soft all the way through, 15 to 20 minutes. Drain off any remaining liquid and set aside to cool.
  • Heat a large skillet over medium-high heat. Add 1 tablespoon oil and heat until shimmering. Add celery and sauté until just beginning to soften, about 3 minutes. Add onion, green bell pepper, jalapeño, garlic and anchovies (if using). Sauté until vegetables are just tender but not soft (a little texture is welcome), 4 to 6 minutes. If mixture begins to stick to the bottom of the pan, add a tablespoon or two of water. Season with salt and pepper to taste. Set aside to cool.
  • Put tuna in a large bowl and use a fork to break into chunks. Add remaining 2 1/2 tablespoons oil, mayonnaise (or yogurt) and lemon juice and mash until tuna is broken into small flakes. Mix in onion-celery mixture, bulgur, herbs and capers and stir well. Taste and add more salt, pepper and/or lemon juice as needed.
  • Make a slit lengthwise down each pepper to open it up. Stuff the bulgur mixture into the open peppers, then pinch the peppers so that the stuffing holds the two sides together. (It's O.K. if the peppers aren't completely closed.) Arrange on a platter, sprinkle with lemon juice and garnish with herbs. Serve immediately or at room temperature.

2 medium carrots, cut into chunks
2 stalks celery, cut into chunks
1 large shallot, cut into chunks
1 1/2 tablespoons olive oil
1/2 pound lean ground beef
2 tablespoons plus 4 teaspoons tomato paste
1/3 cup chopped fresh parsley, dill or a combination
1/3 cup golden raisins
2 tablespoons red wine vinegar
Kosher salt
4 red, yellow, orange or green bell peppers or a mix of colors, halved lengthwise and seeded
1/2 cup whole wheat couscous
3/4 cup grated asiago cheese

Steps:

  • Preheat the oven to 450 degrees F. Pulse the carrots, celery and shallots in a food processor until coarsely chopped.
  • Heat 1 tablespoon of the olive oil in a large nonstick skillet over medium high. Add the chopped vegetables and cook, stirring frequently, until light golden and soft, 8 to 10 minutes. (Add a splash of water if the mixture begins to stick.) Add the ground beef and 4 teaspoons of the tomato paste and cook, breaking the mixture up with a wooden spoon, until browned, about 4 minutes. Add 1/2 cup water, the parsley, raisins, 1 tablespoon of the vinegar and 3/4 teaspoon salt. Bring to a simmer and cook until most of the water is absorbed and the mixture gets saucy, about 1 minute. Let cool slightly.
  • Meanwhile, toss the pepper halves with the remaining 1/2 tablespoon oil in a microwave-safe bowl. Cover with plastic wrap and microwave until the peppers are pliable, 10 to 12 minutes. Carefully uncover the bowl and pour out any liquid that has accumulated.
  • Stir the couscous into the beef mixture. Whisk together the remaining 2 tablespoons tomato paste, 1 tablespoon vinegar and 3/4 cup water in the bottom of a large baking dish.
  • Carefully transfer the peppers to the baking dish cut-side up and fill each pepper with the couscous mixture. Sprinkle with the cheese. Cover with foil and bake until the peppers are tender and the stuffing is hot, 20 to 25 minutes. Serve warm or at room temperature drizzled with the tomato cooking liquid.

1 tbsp. (15 mL) vegetable oil
1 lb. (500 g) ground pork
1 jar VH® Sweet & Sour Sauce
1 cup (250 mL) Hunt's® Thick & Rich Original Pasta Sauce
1 cup (250 mL) parboiled rice
1 cup (250 mL) frozen peas, not thawed

Steps:

  • Pre-heat oven to 400°F (200°C).
  • In a large pot, heat oil over medium-high and stir-fry the pork until it is browned; about 5 minutes.
  • Once pork is browned, stir in VH® Sweet & Sour Sauce, Hunt's® Thick & Rich Original Pasta Sauce, rice and 1 1/2 cups (375 mL) water. Simmer until slightly thickened, about 3 minutes; remove from heat and stir in frozen peas.
  • Using a large soup spoon, scoop rice mixture into the peppers until full; place tops of peppers back on. Place any excess rice mixture into a medium baking dish and place peppers firmly on top. Add 2 tbsp. (30 mL) water to dish and cover completely with foil.
  • Cook in oven until rice and peppers are tender, about 1 hour 20 minutes.

8 small bell peppers
1 cup ketchup
1/2 cup water
1/2 cup white vinegar
1 teaspoon dry mustard
2 tablespoons cornstarch
1 (8 ounce) can water chestnuts, sliced
2 cups pineapple juice
1 lb ground beef
1/2 cup breadcrumbs
1/2 cup onion, chopped
1 (8 ounce) can water chestnuts, chopped
1 egg, beaten
1 (8 ounce) can crushed pineapple, drained
1 teaspoon salt

Steps:

  • Clean peppers and boil for 5 minutes.
  • Meanwhile, make the sauce and bring to boil till it starts to thicken, remove from heat.
  • Fill Peppers and put 1 tablespoon sauce on top of each.
  • Bake uncovered 40 minutes at 350°F.
  • Then put 1 tablespoon sauce on top and bake for 5 minutes more.
  • Served with mashed potatoes or rice.
  • Put the extra sauce on the table.
