Steps:
- combine flour, sugar, baking soda and salt in large bowl.mix well.
- add oil and milk.stirring just until moistened.and crumbly --
- reserve 1 cup of mixture.for topping.
- press remaining mix into 13x9 pan -- which has been coated with spray.
- spread with mincemeant.near but not to edge.sprinkle reserved topping and bake at 400* for 20 minutes or until golden brown.
- loosen edge of warm layer with knife.cool.
- then cut into bars.
- store loosely covered at room temperature -- .

- Preheat oven to 400°. Line an 8-in. square baking pan with foil; grease foil with butter. In a large bowl, whisk flour, sugar, baking soda and salt. Stir in oil and milk. Reserve 1 cup for topping. Press remaining crumb mixture onto bottom of prepared pan. Spread with mincemeat. Stir pecans into reserved crumb mixture; sprinkle over top. Bake 30-35 minutes or until topping is golden brown., Cool completely in pan on a wire rack. Cut into bars.

- In a large bowl, cream butter and sugar. Beat in the eggs. Add mincemeat; mix well. Combine the flour, baking powder, baking soda, cinnamon and salt; add to the creamed mixture and mix well. Stir in pecans. Drop by rounded tablespoonfuls 2 in. apart onto greased baking sheets. Bake at 350° for 14-16 minutes or until edges begin to brown. Remove to wire racks to cool., For the frosting, combine the brown sugar and butter in a saucepan; bring to a boil over medium heat. Boil for 6-8 minutes, stirring twice, or until the sugar is dissolved. Remove from the heat. Add the confectioners' sugar, cream and extract; beat until smooth. Frost the cookies; top each with a pecan half.
