Here's what you need: gelatin, water, sugar, cornstarch, light corn syrup, water, salt, food thermometer, vinyl tubing, helium tank, string

¼ oz gelatin, one packet
2 tablespoons water
1 cup sugar
2 tablespoons cornstarch
⅔ cup light corn syrup
½ cup water
½ teaspoon salt
food thermometer
vinyl tubing
helium tank
string

Steps:

In a small bowl, combine 1 pack of gelatin and 2 tbsp of water. Set aside.
In a medium pot, combine sugar, cornstarch, light corn syrup, water, and salt. Mix together and bring to a boil.
Heat mixture until it reaches 255°F (124°C), then turn off heat.
Carefully mix in gelatin and remove from heat.
Attach one end of a vinyl tube to a helium tank. Use a piece of tape to secure it in place.
Dip the other end of your vinyl tube into your sugar mixture. Make sure the opening is completely covered in your mixture.
Hold your tube over your mixture pointing down toward the pot. Carefully inflate by slowly filling it with helium.
As the balloon inflates, turn the tube upward to allow the balloon to form.
Once filled have another person use a piece of string to capture your balloon.
Carefully wrap the string at the base of your balloon on the tube, twist the string once wrapped. As one person slowly pulls the vinyl tube away, the other person will use the string to scrape off the balloon base of the tube.
Eat immediately. The taffy balloon can be eaten on its own or popped, then wrapped around a stick for easier consumption.

Ingredients and Utensils. Here are a list of the ingredients and utensils you will need to make the edible balloon. I will list the recipe and supplies again later for your convenience
Get Things Ready to Roll. The prep work is very important for this recipe to go smoothly: Please remember to read the warning label on the helium tank for everyone's safety.
Measure Ingredients and Prep. Recipe: If you can use a shallow lightly oiled bowl to mix the gelatin in; this makes it easier for removal. It is helpful to oil the sides of the sauce pan to prevent crystallization while making this recipe or you can use a pastry brush dipped into water to dissolve the sugar along the edges of the pan or use a small spray bottle filled with water and spray the sides of the pan.
Add Gelatin. Reduce the heat and hold at #2 induction or Medium-Low180°F (82°C) and add gelatin and stir stir stir into a homogeneous mixture. Please keep in mind that holding the temperature is one of the most important factors in making the balloon.
For the Fun Part. Whew that was hard work! Now it is time to dip the straw into the hot mixture and test to see if a balloon will form properly.
Sunshiines Final Thoughts. As the mixture cools in the pan it becomes very hard so I reserved the hot water from the large pot and poured it into the sauce pan to soak.

Inflate a balloon. Blow air into a balloon until you reach the desired size. To ensure that the balloon does not shrink or deflate during drying, use good quality balloons.
Tear paper into pieces. Tear paper or newspapers into fairly large pieces. We need 3 layers of paper to cover the balloon. Newspapers are great to use because of how well they absorb the paste.

Soak the paper with paste. Pour some papier mache paste onto a small tray or shallow container. Dip a piece of paper into the paste. Let the paper soak in the paste.
Place the paper on the balloon. Shake off the excess paste and place the paper on the balloon. Smooth out the edges of paper with your finger or with a paint brush.
Place more pieces of paper. Repeat the process (Steps 4 and 5), overlapping the pieces of paper as you cover the entire surface of the balloon. You'll find it easier and less messy if you set the balloon on top of a large bowl or small bucket as you work on your papier mache.
Smoothen out the wrinkles. Once you've covered the entire surface of the balloon, smoothen the edges of the pieces of paper or any large wrinkles on the paper using your finger or a paint brush.
Make a second layer. Make a second layer following Steps 4 to 7. If you followed our tip about alternating the newspaper layer with an unprinted or colored layer of paper, you'll find it easy to finish a layer without missing any spots or over-layering certain areas.
Let the papier mache dry. Let your papier mache dry. You can leave it on top of the bowl or bucket and turn it from time to time. Another option is to hang it to dry by clipping a clothespin onto the balloon's knotted end.
